      Are there any easy adjustments to these plans to build a permanent bar? I am looking to drive the nails into the concrete basement floor. also the floor is not 100% level.

        You can just use PL200 or similar construction adhesive, it will certaily prevent any movement. That’s all I did and the ample surface area of all the base 2×4’s, even on edge, was plenty to keep the bar in place.
        I guess driving anchors would be a step better though…

          Once finished the 8ft bar is quite heavy and not really top heavy. Adhesive would be the easiest way if you want to be safe also, no holes in floor if you descide to move it later. Mine is just sitting on the floor,no anchors. I have a tiled top which with the grout adds a lot of weight. See if you need to anchor first. If so, a few guys could tip it up when you have it in place to add adhesive.
